PLAYER TRANSFERS
The new regulations for working with intermediaries/agents have been in force since 1 April 2015. They have replaced the now-defunct licensing procedure for players' agents that applied until 31 March 2015.
The DFB - like every other national association affiliated to FIFA - is obliged by association law to implement the minimum standards/requirements contained in the FIFA Regulations on Working with Intermediaries/Agents and to transfer them into national regulations. The respective national regulations apply to all players, clubs/joint stock companies affiliated to the association (hereinafter collectively referred to as 'clubs'), as well as to all agents who wish to work on the respective association's territory (in this case: Germany), regardless of whether they are resident or registered in this country.
The regulations govern the use of the services of an intermediary by players and clubs for the conclusion of employment contracts between a player (so-called contract or licenced player) and a club, and/or the conclusion of a transfer agreement between two clubs. If an intermediary is involved in any of these transactions, he/she must be registered by the club in accordance with Article 3 of the regulations.
An intermediary within the meaning of the regulations is any natural or legal person who, either free of charge or in return for a fee, represents (i) players and/or clubs in negotiations aimed at concluding a professional player employment contract or (ii) clubs in negotiations aimed at concluding a transfer agreement.

IMPORTANT INFORMATION
In accordance with Article 3 of the DFB regulations for working with intermediaries/agents, the contract signature date is the decisive factor for timing your registration. For example, if a player's employment contract is concluded and signed in June 2021 and becomes effective on 1 July 2021, the registration period assigned to this transaction will be the 2020-21 season. Please consider this when planning to apply for pre-registration and/or final and binding registration. Thank you!
Please also note that from 5 November 2020, only such applications will be processed that are submitted by using the new 'Registration by the Club or the Player' forms; these are available here.
We would also remind you that in future, pre-registrations for the transfer window II (1-31 January) will only be valid if all of the required documents as specified in the regulations have been submitted to the DFB by 30 November. Any documents submitted after that date will only be processed from January of the following year.
Generally, please be advised that you may apply for pre-registration for the following season from 1 February of any one year. We herewith assure you that applications containing all of the required documents (as specified in the regulations) and submitted to the DFB by the 30 May 2021 deadline will have been processed by 30 June 2021.
