The advisory council of the German Football Association (DFB), under the Assembly
the highest body of the association, has voted unanimously for a far-reaching
structural reform at its meeting on April 29, 2000 in Frankfurt. Now the Assembly has

said, it was a "historical day", because all changes will happen under the roof and
thus in area of responsibility of the DFB.
A fundamental contract is the basis of the reform, which will be signed by the DFB
and a new League Association, which has yet to be founded. The contract outlines
rights and duties on both sides as follows:
- The link between professional and amateur football, that means a promotion
and relegation rule between the second Bundesliga and the "Regionalligen"
(third German division).
- The common Cup competition with participation of professional and amateur
football clubs.
- The duty of releasing players for the national team
- The contemporary broadcast of Bundesliga games on free TV (referring to the
final whistle) as well as the guarantee that there will be Bundsliga match on
Sundays before 17.330 h.
- A budget balancing
Concerning the budget balancing, the new league association will pay three percent
of its income from commercialisation and ticket fees to the DFB, but at least a
minimum of 25 million Marks a year. As a countermove the DFB will pay 25 percent
of its income from international games, a minimum of eight million Marks a year. In
addition the DFB will compensate the release of the national team players like it did
before and will also pay the insurance for the national team players, so that total
comes up to a minimum of 11.5 million Marks.
